The hard-throwing right-hander owns a 4.14 ERA over 74.0 innings with 7.91 strikeouts per nine innings, a respectable 3.65 walks per nine, and has limited opponents to just 0.97 home runs per nine. His underlying profile suggests he is capable of pitching better than his win-loss record, and he enters this matchup fresh off a dominant outing in which he struck out a career-high nine hitters. Texas has also won three straight games in Toronto, scoring 18 runs over that stretch while taking advantage of timely hitting and quality pitching.

Shane Bieber is still working his way back into form after returning to Toronto's rotation, and while his pedigree is unquestioned, the results have yet to follow. Bieber enters with a 9.82 ERA after his first appearance back, and the Blue Jays are asking him to build up his workload after throwing just 3.2 innings in his season debut. That creates pressure on a Toronto bullpen that has been heavily used during its current five-game losing streak. The Rangers have already shown they can manufacture offense in this series, homering in 10 consecutive games while receiving contributions throughout the lineup from Corey Seager, Jake Burger and the middle of the order.

Texas has all the momentum entering the finale. The Rangers have won six of their last nine overall and have already secured the series by exposing Toronto's pitching staff in three consecutive victories. While Bieber is capable of regaining his All-Star form, asking him to do so against a confident lineup that has been swinging the bats well is a difficult assignment. Rocker gives Texas enough upside on the mound, and with the Rangers playing their best baseball of the road trip, the plus-money value sits with the visitors.
